Kanagawa, a Japanese Prefecture has given Grand Theft Auto: San Andreas a “harmful” rating. They say they are not particularily concerned about the sex scenes, but believe the main character is “vengeful” and “harmful”. The “harmful” label puts the game in the same category as adult magazines and adult computer software. The game cannot be sold to people under seventeen.
